Accessing Town Meetings
Town Council Agenda staff reports are now available on the Town's website (www.townofwindsor.com). If an Agenda item has not been highlighted, no written report is available. (Please note that some reports may be large documents requiring a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

Effective March 1, 2023: Members of the public will be allowed to provide public comment through Zoom if a Councilmember is participating remotely pursuant to the provisions of Assembly Bill 2449.
Effective October 1, 2023: Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members of the public may also provide written public comment submitted via email to: towncouncil@townofwindsor.com, please submit them via email to the Council by 12:00 p.m. on the day of the meeting.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.

10.1 Approval of Minutes
Approve the meeting minutes for the special Windsor Water District Board meeting held on February 7, 2024, and the regular Windsor Town Council meeting held on February 7, 2024.
10.2 Approve Check Register No. 616
Approve check numbers 97781 through and including 98066 and 25361 through and including 25384 (payroll).
10.3 Approve Professional Services Agreement for Construction Management and Inspection Services for 2024 and 2025 Water Reclamation Facility Projects
Approve a Professional Services Agreement in the amount of $1,035,000 for Construction Management and Inspection services for the 2024 and 2025 Water Reclamation Facility Projects and authorize the Town Manager to execute said agreement and any amendments up to 20% of the original amount on behalf of the Town.
10.4 Amendment 1 to Task Order No. 4 of the Master Professional Services Agreement with First Carbon Solutions for the BoDean Construction Materials Processing Plant Environmental Impact Report (EIR)
- Approve Amendment 1 of Task Order No. 4 of the Master Professional Services Agreement with First Carbon Solutions for the preparation of an EIR for the BoDean Construction Materials Processing Plant in an amount not to exceed $104,257.
- Authorize the Town Manager to execute said amendment on behalf of the Town.
10.5 Professional Services Agreement with Rincon Consultants, Inc. for Environmental Review Services for the Los Amigos Cottages Project
Approve a Professional Services Agreement with Rincon Consultants, Inc. to prepare California Environmental Quality Act (CEQA) documentation for the Los Amigos Cottages Project in an amount not to exceed $122,474 and authorize the Town Manager to execute said agreement on behalf of the Town.
10.6 Revised Housing Regulatory Agreement and Inclusionary Housing Funding Agreement for the Heritage Park Affordable Housing Project
Adopt a resolution authorizing the Town Manager to revise the terms of the affordable housing regulatory agreements and the loan agreement for the use of Inclusionary Housing Funds for the Heritage Park Apartments, a 33-unit affordable housing project located at 8685 Old Redwood Highway.
10.7 Appointment to the Marin/Sonoma Mosquito & Vector Control District
Re-appoint Evan Kubota to serve on the Marin/Sonoma Mosquito & Vector Control District for a two-year term through January 1, 2026.
10.8 Adopt an Ordinance to Amend the Shiloh Oaks Master Plan/Planned Development Final Development Plan
Hold a second reading, by title only, and adopt an ordinance amending the Shiloh Oaks Master Plan/Planned Development (PD) Final Development Plan for the Shiloh Business Park Project located at 790 Shiloh Road (APN 059-271-095).

Adopt a resolution authorizing the Town Manager to execute a fee deferral agreement for the Hembree Lane Oaks housing project.
12.3 Annual Town Council Appointments to Serve as Representatives on Various Outside Agencies for Calendar Year 2024
By motion, appoint the Mayor and/or Councilmembers as Town representatives to serve on the various County and Town Committees, Commissions, Boards, and Agencies for Calendar Year 2024.
